This Final Report presents the findings of the First Interim Evaluation of the NAMA Facility, now the Mitigation Action Facility. The evaluation was conducted by LTS International Ltd. on behalf of the Board and the Technical Support Unit (TSU). This evaluation assesses the performance of the NAMA Facility, now the Mitigation Action Facility, since its inception in 2013 until 2016.
The purpose of the interim evaluations is to extract lessons learned and provide strategic guidance for the orientation and realignment of the Mitigation Action Facility. This evaluation examined the changes the Facility underwent during its first four years and focussed on examining the effectiveness of its newly established processes.
The evaluation consisted of six distinct processes:
- a Theory of Change analysis and Monitoring and Evaluation Framework assessment;
- a Portfolio Assessment;
- an Institutional Systems Review;
- a Project Cycle assessment;
- a Climate Finance gap assessment; and
- a Perception Assessment.
In addition to this Report, the TSU produced the Management Response to address the recommendations made by the evaluation.
