Now published: Third Interim Evaluation of the Mitigation Action Facility – Final Report

The Third Interim Evaluation Report of of the Mitigation Action Facility is now available. Commissioned by the Facility’s Board and the Technical Support Unit (TSU), the evaluation was conducted by Ipsos, in partnership with SQ Consult, and assesses the Facility’s performance from 2020 to 2024.  

The purpose of this interim evaluation is to draw lessons learnt and provide strategic guidance to inform the Mitigation Action Facility’s realignment. The evaluation focused on the 2023 rebranding of the NAMA Facility to the Mitigation Action Facility, the application and selection processes, and the efficiency and effectiveness of Facility operations.  

The assessment is structured around three thematic pillars: 

  1. Relevance and strategic alignment:

Evaluating the Facility’s continued importance for partner countries and its position within the broader international climate finance landscape. 

  1. Effectiveness and impact:  

Assessing how the Facility enables the development of market-based, scalable financial mechanisms to mobilise investment in low-emission technologies and practices. 

  1. Governance, management framework, and delivery efficiency:  

Reviewing the structures and process in place to ensure effective and efficient delivery of climate finance. 

In addition to the evaluation report, the TSU has published a Management Response, addressing the recommendations and outlining next steps.
