The Mitigation Action Facility driving climate action in transport

The Mitigation Action Facility’s transport projects deliver breakthroughs in clean mobility, unlocking millions in private investment for zero-emission transport worldwide. 

We combine targeted technical cooperation with catalytic financing to support partner countries in meeting their Nationally Determined Contributions (NDCs) under the Paris Agreement. By enabling governments to implement ambitious climate measures while mobilising substantial private sector resources, we accelerate the global shift towards sustainable mobility. 

With a current transport portfolio worth over EUR 67 million across six projects, the Mitigation Action Facility is catalysing systemic changes in mobility systems – from electric vehicle (EV) deployment to sustainable urban transport planning – while building capacity and attracting private sector investment. Four projects in Kenya, Rwanda, Cabo Verde, and Nepal are already in implementation, with two more in Pakistan and Brazil in preparation (Detailed Preparation Phase, DPP).  

Electric vehicles in Cabo Verde reduce greenhouse gas emissions 

In Cabo Verde, the Promotion of Electric Mobility (Cabo Verde Electric Vehicles, ProMEC) project, due for completion in late 2025, showcases the technical transformation that the Mitigation Action Facility support can achieve. The project has deployed 50 EVs in public institutions, installed 44 public charging points, and trained over 400 technicians and drivers. The project has already achieved an 8% share of electric vehicles in the national fleet, thus exceeding its target of 5% and cutting over 500 tonnes of CO2 annually as well as laying the groundwork for a nationwide shift to e-mobility.

Financial leverage accelerates the introduction of clean mobility in Kenya 

In Kenya, the Small Vehicles for E-Mobility project shows the Mitigation Action Facility’s financial leverage in action. With an expected eightfold private sector investment multiplier, the project is set to mobilise EUR 60.8 million – EUR 52.8 million for large-scale deployment of electric 2- and 3-wheelers and EUR 8 million for local manufacturing and assembly. This investment will create green jobs, expand market opportunities, and accelerate clean mobility adoption across three countries. 

Stakeholder workshop: sharing experiences, discussing solutions 

At the June 2025 Mitigation Action Facility Transport Workshop in Nairobi, more than 40 stakeholders from Africa, Latin America, and Asia exchanged experiences and solutions for low-emission transport. Participants agreed that strong political leadership, targeted capacity development, and early investment are essential to replicating successes like those in Cabo Verde.

We will soon share the key learnings and recommendations distilled from this year’s Transport Sector Workshop with insights ranging from driving sustainable transport transformation through catalytic climate finance, how inclusive design ensures lasting impact to expanding the frontier – freight, shipping, aviation, and non-motorised transport. 

On behalf of the Mitigation Action Facility’s ongoing engagements, TSU transport experts will actively participate in upcoming events, including the Transport and Climate Change Week in Berlin. The TSU will facilitate a side event titled “Advancing Climate Finance for Transport: How the Mitigation Action Facility supports transport transformation”. Event participants will meet TSU representatives alongside project teams from the Cabo Verde Electric Vehicles project (ProMEC), learn about eligibility requirements for the annual Call for Project Concepts, receive practical guidance for submissions, and hear about common pitfalls and good practices for developing high-impact, compelling Project Concepts.
