Call for Projects 2025: Outline Phase submissions closed!
On 23 July 2025, the Mitigation Action Facility officially closed submissions for its 2025 Call for Projects Outline Phase. Applicants were invited to submit detailed project outlines supplemented by project business model and financial mechanism, Logframe, GHG emission reductions, and endorsement by key national ministries. This marks both the successful conclusion of the first phase and the start of the assessment period.
Launched at the COP29 in Baku with a substantial funding pool of EUR 100 million, the competitive Call received an impressive 527 Concept submissions. From this pool, 22 comprehensive Project Outlines have been submitted via our Open Application Platform. These submissions span 21 countries, with sectoral coverage led by Energy (50%), followed by Industry (36%), and Transport (14%).
Outline assessment begins
With submissions now closed, the Technical Support Unit (TSU) of the Mitigation Action Facility, alongside a team of independent expert assessors, has begun the in-depth assessment of Project Outlines. Proposals will be assessed against the MAF’s robust criteria, including:
- Ambition: Potential for transformational change , Financial ambition, Mitigation potential
- Feasibility: project rationale and project design
As part of the process, consultations will be held with key stakeholders, including implementing organisations and national ministries. The assessment phase is expected to take place during August – September 2025.
Looking ahead
Shortlisted Applicants will be notified by end of November 2025 and invited to advance to the Detailed Preparation Phase (DPP) to develop full project proposals.
Building on this momentum, the 2026 Call for Projects will also be launched at COP 30 in Belem.
