Accelerating industrial decarbonisation: The Mitigation Action Facility joins COP30 Working Group on Green Industry Support

On 8 July 2025, Rosa-Stella Mbulu, Lead for Strategic Partnerships at the Mitigation Action Facility, represented the Facility at the inaugural meeting of the COP30 Working Group on Green Industry Support for Emerging Markets and Developing Economies (EMDEs). The hybrid session, hosted at UNIDO Headquarters in Vienna, brought together participants from governments, international organisations, and financial institutions to collectively identify key barriers, support needs, and opportunities for joint action to accelerate industrial decarbonisation in EMDEs. 

The Working Group was initiated by the United Kingdom, Germany, Canada, and the Climate Investment Funds (CIF), following the launch of the Global Pledge on International Assistance for Industry Decarbonisation at COP29. The group is facilitated by the Global Matchmaking Platform and the Breakthrough Agenda, and coordinated by UNIDO. 

The Facility’s participation in this high-level dialogue highlights its commitment to fostering strategic partnerships that unlock climate finance and scale up sectoral decarbonisation, particularly in EMDEs where the bulk of future industrial investments and emissions are expected. 

Key moments and highlights 

This first Working Group session included an initial presentation of insights from the forthcoming IEA/OECD gap analysis on industrial decarbonisation support, followed by stakeholder feedback. The discussion focused on identifying the most pressing support needs for EMDEs and exploring scalable, collaborative solutions aligned with national demands. 

The Mitigation Action Facility’s engagement is particularly timely, as the Facility continues to finance transformational mitigation projects that aim to decarbonise industry and support climate-resilient development pathways. This dialogue offers a critical opportunity to position MAF’s innovative funding mechanisms within a broader donor coordination effort leading up to COP30. 

The meeting was co-chaired by: 

  • Philipp Behrens, Head of International Climate Initiative Division, BMWE (Germany) 
  • Riccardo Savigliano, Unit Chief – Energy Systems and Industrial Decarbonisation Unit, Division of Energy and Climate Action, UNIDO 
  • Ed Webber, Deputy Director, Financing and Sector Transitions, DESNZ (UK) 

The event helped shape a clearer understanding of country needs in moving from planning to implementation, highlighting priorities such as pipeline development, capacity building, and the value of peer learning through regional platforms. It also fostered alignment among stakeholders on practical next steps and collaboration models to accelerate impactful, inclusive, and scalable development outcomes. 

Participation in the Working Group reinforces the importance of donor coordination and inclusive stakeholder engagement, two elements central to the Facility’s operating model. Insights from this process will feed directly into our strategy for increasing alignment with broader multilateral efforts on green industry financing. 

The Facility’s presence in this Working Group is an important step toward deeper engagement with leading climate finance actors and policymakers. It raises the Facility’s profile as a key partner in the global industrial transition and opens the door to new strategic collaborations, particularly with co-convenors such as BMWE, UNIDO, and DESNZ.
